Valve has never published exactly how they weigh into matchmaking, so treat anyone claiming a guaranteed effect with suspicion, including us.
Nobody outside Valve knows. Trust Factor is deliberately undocumented, and Valve has never confirmed which signals feed it or how much each one counts. Commends are one of the few public, positive signals attached to an account, so they are widely believed to help, but we are not going to promise you a number we cannot see. What we can promise is the commends themselves.
Three per 24 hours, and one per person. That is a Valve limit, not ours. It is also why a real service needs a large pool: 1,000 commends cannot come from ten accounts, no matter how long you wait. They appear as they are sent, usually within a minute of delivery starting. Steam sometimes caches a profile page, so if the number looks stale, reload it or check from another device. If your order shows delivered and the profile still disagrees an hour later, contact us and we will look at the specific accounts.
No. There is no decay and no way for another player to remove one. A commend is added once and stays. The only counter that moves is upward.
No, and that is a hard Valve rule rather than a policy of ours - an account can commend a given player exactly once, ever. It is the reason a pool has to be large to serve repeat customers, and the reason we track which of our accounts has already commended which profile. If you order again later, the commends come from accounts that have not sent to you before.
We have never seen an account actioned for receiving commends, and the mechanism makes it unlikely: you do nothing. You never sign in anywhere, you never run software, and no file is modified. Other accounts send a rating that the game already invites them to send. We will not tell you Valve could never change its mind about that - nobody honest can - but receiving a commend is not a game modification.
Because Valve only counts a commend when both players are in the same session. If you disconnect halfway, the commends already sent are yours and anything still queued is refunded to your balance automatically. Nothing is lost either way, but delivery pauses the moment you leave, so staying connected is simply faster.
